A MAN who has been banned from entering Pershore town centre has now been banned from parts of Worcester city centre.

Peter Swinbourne, who has more than 90 convictions, has breached a Criminal Anti-Social Behaviour Order (Crasbo) 44 times since it was imposed in April 2010.

The 41-year-old, of no fixed address, committed the majority of this anti-social behaviour and criminal offences in Pershore, which led to his ban, but, since he has not been able to enter the area, he has committed 44 breaches in the city centre.

Some of these new convictions ended in a suspended sentence and time in jail for Swinbourne and forced magistrates at Worcester Magistrates Court, on Tuesday, January 21, to add a variation to his Crasbo to include bans from Lowesmoor, Shrub Hill retail park, St Martin's Quarter, The Cross and part of the High Street.

The court was told that while when Swinbourne was banned from Pershore, he began causing problems in Worcester instead.

The new bans came into effect when he was released from prison on Wednesday, January 29, after serving 18 weeks for the latest breach of his Crasbo and commission of a further offence while serving a suspended sentence.

He has also been permanently excluded from a hostel in Worcester and banned from a day centre in the city due to his behaviour, and community harm co-ordinator at West Mercia Police, Jenny Willems, hoped that the new ban on the city centre would encourage him to have a fresh start somewhere else.

She said: "By varying the order to ban him from parts of Worcester as well as Pershore, it is hoped he will make a fresh start somewhere else where he can access support from hostels and day centre and get out of his pattern of getting drunk, behaving in an anti social and disorderly way, and going to prison.

“It is also hoped Swinbourne’s exclusion from those parts of Worcester where people drink in the street is a step towards improving the quality of life for residents and visitors to the city, who had witnessed or been victims of his drunken, anti social behaviour.”

Swinbourne is only allowed in the area if he is attending the probation office or the walk in medical centre with a pre-arranged appointment.

Also as part of the Crasbo, Swinbourne is prevented from behaving in any way, or encouraging others to behave in any way that causes or is likely to cause any person harassment, alarm or distress, including using foul, abusive, offensive or racist language or gestures, or using aggressive, threatening or intimidating behaviour.
