UNITED NATIONS: Secretary-General Kofi Annan has accepted an invitation from Foreign Secretary Robin Cook to send observers to Scotland to discuss arrangements for trying two Libyan suspects in the 1988 Lockerbie bombing.

Invitations were also sent to the Arab League and the Organisation of African Unity, who have called on Britain and the US to accept an offer by Libyan leader Colonel Muammar Gaddafi to try the two suspects in a third country.
