YOUR front-page headline of May 14 and the following article seem to me to be incomplete.
Cllr John Smith is quoted as saying, "because I was the face of Evesham at the time I got the blame.". Neither Cllr Smith, nor your reporter, mention the fact that Cllr Smith's position on Worcestershire County Council was "county council cabinet member for highways."
I assume that this title implies some responsibility for roads and bridges. Perhaps that is why Cllr Smith "got the blame".
