A Honeybourne resident says he has made more than 50 phone calls but is still no closer to getting a lamppost lightbulb changed in his street.

Michael Beard, 69, has spent over three months trying to get the light repaired outside his house, on Harvard Avenue, because he thinks it is potentially dangerous.

He has been in contact with Worcestershire County Council but it says repairing this particular lamppost is not their responsibility.

Mr Beard said: “The light is positioned in a very dark area where the pathway is in a state of disrepair and with several disabled people in the local vicinity I feel for their safety as the nights draw in.

"The pathway is in a poor state as it slopes off to the left by about 20 degrees, when it is raining it’s difficult to walk on even in the daylight.

“There are many elderly, and some with disabilities, who use this path and I feel one of these days someone will fall and hurt themselves.”

He added: “What really annoys me is all we are talking about is replacing a light bulb. I believe duty of care has been ignored by many parties or organisations.”

Mr Beard, who worked as a lecturer at Evesham College for 35 years before his retirement, said he has been forced to make dozens of calls in the last few months to try and get to the bottom of who is responsible for repairing the light

He said: “Wychavon disown it, Housing Associations disown it, Parish Council disown it.

“Eventually Worcestershire County Council (WCC) admitted it is their street light, but I'm told it's the responsibility of Long Lartin Prison for the repair.

“There are six lights in Harvard Avenue numbered one to six and mine is number four. All the others are maintained by WCC, so why not mine?

“I deem it the responsibility of WCC and they are neglecting their duty of care to the people who pay their wages.

“The recent communication from WCC’s Street Lighting Department says it is not their responsibility. An alien must have erected it.”

A spokesperson for Worcestershire County Council said: “There are a number of lampposts in the county that are not owned or maintained by the county council.

"This particular lamppost is one of them and there are several in Honeybourne like this.

"We understand the resident’s concerns and have spoken with them to assist in determining ownership and responsibility to resolve the issue.”
